US-siting cell wants to call US-phone in Turkey, both phones have same US area code. US-based phone is not international capable, US phone visiting Turkey is int’l-ready.
Can they communicate? Which is best money deal, using a US landline to US cell phone visiting turkey or cell-to-cell?

Nothing changes in the way you dial the cell phone in Turkey (you will dial it as if it was in the US). You (the US caller) will not incur any extra charges – these will be paid by the receiver of the call visiting Turkey. They will pay the same charges whether you will call using your cell or landline.
