    Toll free numbers in Chile are preceded by the area code. For example a 800 number in Santiago has the following format: 2 800 ??? ???. There is no area code 116 – this is probably a national dialing code of some sort. If they list it there it’s likely for a reason. Try adding a zero before 116 to see what happens. Don’t forget however that there is a possibility that the phone your parents use doesn’t work with toll free numbers. Let me know what happens.

    This page describes several situations in which dialing this toll free number may not work:
    -calling from a cell phone
    -payphones
    -hotel phones

    It also says that toll free dialing may be blocked from some phones. With all these possible reasons I can’t tell you why the call won’t go through.

    My suggestion is to try the Santiago number provided: (2)712-6464. If your parents are in Santiago they most likely have to leave out the starting 2 which is the area code. If outside Santiago try dialing the number as it is and, if it doesn’t work try adding a zero before 2: 02 712 6464.

    Let me know if this works.

    Hi Robert,

    No, that’s not how international roaming works. You will dial UK numbers in their national/local format and for international calls you will replace 011 with 00.

    I will explain why: when you travel to another country with International roaming activated your cell phone will get its signal from wireless networks in the country you’ll be in, therefore you will have to use the rules of this country to dial out.

    On the other hand, when receiving calls people must use the whole international dialing sequence to reach you from any country except the country where the cell phone is registered. In other words, people from the UK will dial 00 1 ??? ??? ???? to reach you, while to call you from the US one will use the same dialing pattern used when you are in the US.

    Hello,
    The problem with this number is that it’s a UK cell phone. In the UK and many countries outside North America cell numbers have a unique national format (7?? ??? ???? in the United Kingdom). So no area codes involved therefore you can not geographically identify the number. Moreover, reverse number search is not provided in the UK. But why not just call the number and see who it is.

    Hi Josh,

    You dial 9-1 when calling within the US. Basically you dial 9 to get an outside line. To dial internationally try 9-011 followed by Kuwait’s country code and cell number. So it will be 9-011 965 ???? ????. If it doesn’t work then your line may be blocked for dialing internationally.

    Hi Ann,

    I doubt that the calling card used is the problem here. 2 things you should know:
    1) Toll free numbers are not free when dialed from abroad;
    2)Because of 1) many US companies block their toll free numbers for incoming calls from other countries.

    It works the same for collect calls. So this is likely why you can’t call. However, your bank must have a regular non toll free phone number for you to dial using a phone card. If you want I can dial the toll free number you are trying to call (I too am outside the US) just to see if it works. Just reply to this post with the number.

    Try dialing another international number. If it doesn’t work most likely there is a problem with the line you are using to place this call.

    Hello,

    Dialing 011 should work when calling internationally from Guam, unless you are dialing to another NANP country (here’s a list of NANP countries). The page also shows you how to dial between 2 NANP countries.

    For international operator assistance dial 01.

    The area code for Xiamen in the Fujian province is 592. The page below has a comprehensive list of Chinese area codes. Note that no area code is used for cell phone numbers.

    Most likely this is a scam of some sort so I would stay away from calling back this number. In fact I have heard of this type of message sent via SMS. Thank you for reporting it.

    You will not be charged anything for receiving this call. If he called your cell number you would be charged regular airtime and your friend would pay the same international rates he is paying for calling your home phone.

    The starting double zero is used when dialing international calls from many countries including the Philippines. However, when dialing abroad FROM the US you must use 011 instead of 00. So you should dial 011 63 919 272 5???. By the way, the number you are trying to call is a cellular phone – calls to these are charged higher rates than calls to landlines. Also, no area codes are used for cell phones (they have the same dialing format all over the country).

    You are doing nothing wrong except for when you are adding 1 before the landline number (1 is added for cell numbers only). If the call doesn’t go through there is a problem with the line you are using to dial out – could be that you must activate your cell for placing international calls. Call your wireless provider to inquire about this.

    The Irish number you are trying to call is a cell phone. These do not require area codes. You will need to leave out the zero and dial: 011 353 86 173 2??? (assuming you are in the US).

    Hi Kelly,

    The number you are dialing looks right. Have you followed all the steps required for using the calling card? There are 3 steps generally required:

    1) Dial a toll free or local access number
    2) You are asked to enter a PIN number
    3) You are invited to dial your international number (011 966 …)

    Step 2 (entering a PIN number) is not required with many cards today if the call is made from a number you registered when purchasing the calling card. This is because their system will automatically recognize the registered number.

    If you have been following these steps and still can not connect there is either a problem with the card or with the cell phone you are using to dial, namely the phone line could be blocked for dialing international calls. Try using another line to dial, or call your cell provider and ask them if you can dial international calls using a calling card. If they say that all is well call the calling card provider and tell them about your problem.

    Gina,

    If you keep getting this message it means that there is something wrong with the connection on your end. In other words, either the card you are using is not working or you are not following the right steps to get connected. My suggestion: try using another way to dial (a different line/service) to see if it works.
