I guess there’s a problem with the landlines you’ve been using (for example no direct dialing for international calls). I would call the company providing the fixed telephone plan to inquire about this. The numbers you are dialing look right to me.

This number looks like a UK registered cell number and as I said above you would just dial it as it is without adding any extra codes.

Ireland cellular numbers are 9 digit (without the starting zero) and start with 8: 8? ??? ????. If you wanted to dial or text to an Irish cell from the UK you would dial: 00 353 8? ??? ????. 011 is for dialing out of the US and Canada. Again, my belief is that this is a UK registered cell and no extra codes are needed.

Actually 011 is the normal prefix. The plus sign is a new method of dialing internationally and only works with cell phones (the plus sign can not be entered with landlines).

It means that you can only call Afghanistan through an operator. To reach the international operator in the US you must dial 01.

Regarding why you are getting this message – it’s unusual and you should be able to direct dial to Afghanistan. Have you tried using another phone line/service to dial this call?

The same dialing instructions apply: 011 46 722 14 0???. International roaming works this way: you connect to the Swedish carrier in Sweden and they redirect the number back to the US (where the Swedish phone is). So no matter what country the cell phone is in you will dial the same sequence.
